WHEREAS: There is a need to establish organizational standards of legislative actions discussed, voted upon and proposed in the realm of the Federation Council

DEFINING: PROPOSAL as: A more versatile type of Federation Council Business Activity which does not necessitate legislative action unless it suggests to do so

IN OTHER WORDS: "A Proposal is a catch-all for everything that's not a resolution"

PROPOSING: That multiple forms of legislative actions should be standardized:

§0.0 PROPOSALS.
Proposals are the most free-form type of BUSINESS ITEM, They may be used to assess a need from a vote, make a suggestion to amend a RESOLUTION, Or commence a discussion between two or more parties over an important matter.

§1.0 NON-RESOLUTION-ORIENTED PROPOSALS.
Proposals which resolve to bring two or more parties together for discussion that may not be within the jurisdiction of Federation Council Proposals. This is a type of proposal oriented towards GENERAL NEGOTIATIONS.
Example: Resolution 121 would have best been such a proposal described herein.

§1.1 NON-RESOLUTION-ORIENTED PROPOSAL FOR MEDIATION.
Proposals which resolve to bring two or more parties together for discussion which is mediated by another party.
This is the type of PROPOSAL which should be used for PEACE TALKS and NEGOTIATIONS which require a mediating party.

§2.0 RESOLUTION ORIENTED PROPOSALS.
These are simplistic proposals to instigate the process of community-development of a RESOLUTION

§3.0 STRUCTURAL PROPOSALS.
There are proposals for instigating the process of community-development of RESOLUTIONS which concern the PROCEDURES, ORGANIZATION and STANDARD PROCESSES of Federation Council Business.


BE IT RESOLVED:
That a Provision Resolution 200 be authored and passed which establishes provisions for the authorship, discussion and voting upon of PROPOSALS as well as RESOLUTIONS.

A question of wording. When it says ' They may be used to assess a need from a vote ', what does that mean exactly? Is there a typo perhaps?

Well, not a typo, just a tad clunky.
Basically it's saying that if someone wants to determine if there is a need for some kind of legislation or proposal by polling the council regarding an issue.
